    This is COS' Portal for organizations that are accredited or that wish to become accredited as Audit Service Providers (ASP) by the Center for Offshore Safety. To start the application process, a responsible party from the organization needs to register and create an account. COS will verify the organization's interest in becoming an ASP, after which the organization will have access to the Portal. Organizations must sign the COS-ASP Agreement, at which time the Applicant may begin completing the application.

    Some persons erroneously enter this Portal and begin the application process believing it will lead to individual certification as a SEMS Auditor or SEMS Audit Team Leader. This is not the case - there is currently no recognized certification for SEMS Auditors.

    Accreditation Program Fee Effective

    October 1, 2018 was the effective date for Accreditation Program Fees (APF). ASP are required to pay COS the applicable APF for any SEMS audit of an operator that had its audit plan submitted to the Bureau of Safety and Environmental Enforcement (BSEE) on or after October 1.

    30 CFR 250.1920 and 1921 state in part that a “…SEMS program must be audited by an accredited ASP…” and “The ASP must be accredited by a BSEE-approved AB” (Accreditation Body).

    COS is an independent non-profit oil and gas center of excellence and operates an Accreditation Program for SEMS ASP that has been recognized by the Bureau of Safety and Environmental Enforcement (BSEE) as an Accreditation Body (AB) under 30 CFR 250.1922.

    Collection of the APF (and ASP application and annual fees) helps cover COS’ cost for regular assessment of the ASP through office and witness audits and their conformance with COS requirements, as well as COS’ cost of being an AB, such as independent audits of COS’ Accreditation Program to verify independence and conformance with ISO 17011 Requirements for Accreditation Bodies Accrediting Conformity Assessment Bodies.
